Job Title: Business Manager
Reports To: Executive Director
Supervises: Business Office Staff and other financial personnel as assigned

Location: Admiral Peary AVTS, Ebensburg, PA
Position Summary
The Business Manager is responsible for the effective financial management and operational oversight of Admiral Peary AVTS. This position ensures compliance with all applicable local, state, and federal laws and regulations related to fiscal operations. The Business Manager works closely with the Executive Director and Joint Operating Committee (JOC) to manage budgeting, accounting, procurement, payroll, human resources, risk management, and financial planning to support the educational mission of the school.
Essential Duties and Responsibilities
Budgeting and Financial Planning
- Prepare and administer the annual general fund budget in collaboration with the Executive Director.
- Monitor all revenues and expenditures; provide regular financial reports to the Executive Director and JOC.
- Manage all budgetary functions including real-time tracking and projections.
- Assist in long-range financial planning including capital improvements, equipment upgrades, and program expansion.
Accounting and Auditing
- Maintain accurate records of all financial transactions in accordance with PDE regulations.
- Supervise accounts payable and receivable processes, ensuring accuracy and timeliness.
- Oversee the preparation of the Annual Financial Report (AFR) and other PDE reports.
- Coordinate and oversee the annual independent audit and implement recommendations as appropriate.
Payroll and Benefits Administration
- Oversee payroll operations, including proper application of salary schedules, deductions, and leave time.
- Ensure compliance with PSERS (Public School Employees’ Retirement System) and other benefit-related requirements.
- Work with insurance brokers to coordinate benefits including health, dental, vision, life insurance, and workers' compensation.
Procurement and Inventory Control
- Ensure adherence to all applicable procurement regulations including bidding laws and PDE guidelines.
- Review and approve all purchase orders and contracts in accordance with budgetary constraints.
- Maintain oversight of fixed asset inventory, including tracking of capital and non-capital equipment.
Human Resources Support
- Support the Executive Director with onboarding, employee contracts, compensation plans, and personnel file compliance.
- Maintain confidentiality regarding personnel matters and compensation.
- Provide HR-related financial data as required for negotiations, reports, and planning.
Risk Management and Insurance
- Manage all insurance programs including property, liability, workers' compensation, and student accident insurance.
- Coordinate claims processing with insurers and legal counsel as necessary.
- Ensure all facility and business operations comply with legal safety and risk standards.
Grants and Federal Programs
- Assist with the financial administration of state and federal grants (e.g., Perkins, ESSER).
- Prepare required financial reports for all grants, ensuring expenditures are properly tracked and documented.
Board Relations
- Attend all JOC meetings; prepare financial reports and assist with agenda development.
- Serve as a resource for board members regarding financial matters, policies, and procedures.
- Support the development of board policies related to finance, purchasing, and business operations.
Qualifications
Education and Experience
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field required; CPA preferred.
- Minimum of five (5) years of experience in a school or public-sector financial management role.
- Demonstrated knowledge of PDE regulations, Pennsylvania Public School Code, and PA state bidding requirements.
- Must maintain membership in professional committees to include PASBO and PACTA for school business managers.

Work Environment and Physical Requirements
- Office environment with standard hours; some evenings required for board meetings.
- May involve lifting materials up to 25 lbs., occasional walking, and climbing stairs.
- Must be able to operate office equipment such as computers, copiers, and calculators.

Position Overview:
Admiral Peary AVTS is seeking a dedicated and experienced professional for an anticipated opening as a Carpentry Instructor. The successful candidate will instruct high school students in residential and commercial construction skills aligned with industry standards, safety regulations, and career readiness.
This is a rewarding opportunity to shape the future workforce in a hands-on, project-based learning environment.
Key Responsibilities:
- Instruct students in basic and advanced carpentry skills including framing, roofing, cabinetry, blueprint reading, tool safety, and construction math
- Integrate workplace safety standards (OSHA 10/30), NCCER, and other industry certifications
- Maintain a safe, organized, and productive lab/shop environment
- Collaborate with advisory committee and industry partners
- Participate in NOCTI and other performance assessments
- Develop and maintain lesson plans, student records, and program documentation
- Incorporate soft skills, career exploration, and employability training
Minimum Qualifications:
- 4+ years of full-time, relevant work experience in carpentry or related construction field
- High school diploma or equivalent (Post-secondary training preferred)
- Must be willing to obtain or hold a PDE Vocational Instructional Certificate in Carpentry (CIP 46.0201)
- Strong communication, classroom management, and organizational skills
- Familiarity with trade-specific tools, techniques, and safety practices
- Willingness to pursue continuing education and professional development
Preferred Qualifications:
- OSHA 10 or 30 certification
- Previous teaching or training experience
- Experience working with high school-aged students
- Knowledge of PA CTE standards and NOCTI testing

Job Summary:
The Supervisor of Buildings, Grounds and Maintenance is responsible for overseeing the maintenance, repair, and operation of all facilities, grounds, and equipment at Admiral Peary AVTS. This position ensures that the school’s infrastructure is safe, functional, and well-maintained to support the educational mission of the center. The Supervisor of Buildings, Grounds and Maintenance leads and supervises the maintenance staff, manages budgets, and develops short- and long-term maintenance plans.
Essential Duties and Responsibilities:
Facilities Management:
- Oversee the maintenance and repair of all buildings, grounds, and infrastructure.
- Develop and implement a preventative maintenance program to minimize disruption to school operations.
- Manage the school’s heating, ventilation, air conditioning (HVAC), plumbing, electrical, and security systems.
- Ensure compliance with local, state, and federal regulations related to facilities and safety.
- Coordinate and supervise outside contractors for maintenance and repair work.
- Monitor and maintain the cleanliness, functionality, and safety of all school facilities.
Staff Supervision and Leadership:
- Recruit, train, supervise, and evaluate maintenance staff.
- Assign work orders and monitor progress to ensure completion in a timely and effective manner.
- Conduct regular staff meetings to communicate goals, expectations, and safety procedures.
- Foster a positive and productive work environment.
Budget and Inventory Management:
- Develop and manage the maintenance department budget.
- Monitor expenses and ensure cost-effective use of resources.
- Maintain an inventory of maintenance supplies, tools, and equipment.
- Purchase necessary supplies and equipment within budgetary guidelines.
Safety and Compliance:
- Ensure all maintenance activities adhere to safety standards and protocols.
- Develop and implement emergency response procedures related to facility issues.
- Conduct regular safety inspections and address any issues promptly.
- Serve as the point of contact for emergency facility issues during and after school hours.
Planning and Project Management:
- Develop long-term facility maintenance and improvement plans.
- Collaborate with school leadership to prioritize capital improvement projects.
- Manage construction, renovation, and major repair projects.
- Prepare reports on facility conditions and maintenance activities for administration and the board.
Qualifications:
Education and Experience:
- High school diploma or equivalent required; associate’s or bachelor’s degree in facilities management, construction management, or a related field preferred.
- Minimum of 5 years of experience in facilities management, maintenance, or construction, with at least 2 years in a supervisory role.
- Experience in an educational or public sector setting preferred.
Skills and Abilities:
- Strong leadership and supervisory skills.
- Excellent organizational and time management skills.
- Knowledge of building systems, including HVAC, plumbing, electrical, and security.
- Ability to read and interpret blueprints and technical drawings.
- Strong problem-solving and decision-making skills.

Physical Requirements:
- Ability to lift up to 50 pounds.
- Ability to work in various environmental conditions (heat, cold, outdoor weather).
- Ability to stand, walk, climb ladders, and perform physical labor for extended periods.
Terms of Employment:
- Full-time, 12-month position.

Evaluation:
